Role of SGF-I: Subcontractor / Local Partner
Our contributions:
SGF-I Development and Research Center acts as a subcontractor to one of the main Implementing partners in providing technical assistance under the Eastern Partnership Investment in Connectivity (EPIC) facility. This initiative supports the development of transport infrastructure in Eastern Partnership (EaP) countries, including Ukraine, ensuring alignment with EU and international best practices.
SGF-I’s contributions include:
- Supporting the preparation of transport infrastructure projects, including feasibility studies, Strategic Environmental Assessments (SEA), and Environmental and Social Impact Assessments (ESIA).
- Assisting in the development of safety audits, technical documentation, and preliminary designs.
- Providing advisory support for project implementation and stakeholder engagement.
- Ensuring compliance with EU and IFI requirements to facilitate financing and execution.
Through its role in EPIC, SGF-I helps ensure that critical transport infrastructure projects in Ukraine are well-prepared, sustainable, and aligned with international standards.
Technical Assistance to the Programme Management and Support Unit (PMSU) for the Ukraine Municipal Infrastructure Programme (UMIP)

Role of SGF-I: Subcontractor / Local Partner
Our contributions:
SGF-I Development and Research Center provided technical assistance as a subcontractor to the Lead partner for the successful management and implementation of the Ukraine Municipal Infrastructure Programme (UMIP). The programme aimed to modernize and improve municipal infrastructure across Ukraine at both central and local government levels.
SGF-I’s contributions include:
- Supporting the Programme Management and Support Unit (PMSU) in overseeing project planning and implementation.
- Assisting in the development of tender documents and procurement strategies.
- Ensuring compliance with international financing agreements and regulatory frameworks.
- Providing technical support for contract administration and financial disbursement.
- Contributing to monitoring, evaluation, and reporting efforts to ensure transparency and effectiveness.
Through its role in UMIP, SGF-I helped Ukrainian municipalities implement infrastructure projects that improve public services and urban sustainability.
Project Implementation Unit Support (PIU Support) for Kremenchuk DH

Role of SGF-I: Subcontractor / Local Partner
Our contributions:
SGF-I Development and Research Center acted as a subcontractor to the Lead partner in supporting the implementation of the district heating (DH) modernization project in Kremenchuk City. The project aimed to construct new heat-generating capacities and upgrade the existing DH system to enhance energy efficiency and service reliability.
SGF-I’s contributions include:
- Supporting the Programme Management and Support Unit (PMSU) in overseeing project planning and implementation.

Framework Agreements for Project Implementation Support for the “Energy Saving Credits” (ESC) Facility and Nordic Energy Efficiency and Humanitarian Initiative Ukraine (NIU)

Our contributions:
SGF-I Development and Research Center acted as a subcontractor to the Lead partner under framework agreements supporting the implementation of the Energy Saving Credits (ESC) Facility and the Nordic Energy Efficiency and Humanitarian Initiative Ukraine (NIU). These programs, managed by NEFCO, aimed to enhance energy efficiency in public infrastructure and support humanitarian initiatives through sustainable energy solutions in Ukraine.
SGF-I’s contributions include:
- Providing project implementation support for municipal energy efficiency initiatives.
- Assisting in the preparation of feasibility studies, technical assessments, and procurement documentation.
- Supporting municipalities and public institutions in applying for and managing project funding.
- Ensuring compliance with NEFCO’s financing agreements and environmental and social requirements.
- Contributing to project monitoring, reporting, and stakeholder engagement efforts.
Through its work on ESC and NIU, SGF-I helped drive energy efficiency improvements, reducing energy consumption and enhancing sustainability in Ukrainian municipalities.
Eastern Partnership Technical Assistance Trust Fund (EPTATF) – District Heating Modernization in Ukraine

Our contributions:
SGF-I Development and Research Center acted as a subcontractor to the Lead partner in providing technical assistance under the Eastern Partnership Technical Assistance Trust Fund (EPTATF). The project aimed to modernize district heating systems in three Ukrainian cities—Kryvyi Rih, Olexandria, and Lozova—ensuring environmentally, economically, and financially sustainable heat supply.
SGF-I’s contributions include:
- Supporting baseline and feasibility studies for district heating modernization.
- Assisting in the preparation of a strategic long-term investment plan and a priority investment programme.
- Supporting municipalities and public institutions in applying for and managing project funding.
- Conducting economic and financial viability assessments of proposed investments.
- Providing technical expertise in energy efficiency improvements, emission reductions, and service quality enhancements.
- Supporting institutional development, capacity building, and training for local district heating companies.
Through this assignment, SGF-I contributed to securing steady energy supply, improving infrastructure resilience, and enhancing service quality for district heating customers in Ukraine.
Supporting Investments in Sustainable Municipal Solid Waste Management and Recycling in Ukraine

Role of SGF-I: Subcontractor / Local Partner
Our contributions:
SGF-I Development and Research Center acted as a subcontractor to the Lead partner in supporting EBRD’s efforts to enhance municipal solid waste (MSW) management and recycling in Ukraine. This initiative aimed to assess market conditions, identify policy barriers, and develop investment opportunities in sustainable waste management.
SGF-I’s contributions include:
- Conducting a market assessment of MSW investments in Ukraine, covering waste collection, sorting, disposal, re-use, and recycling.
- Identifying critical policy barriers to investment and proposing priority areas for policy dialogue intervention.
- Selecting and developing pre-feasibility studies for five MSW management and recycling investment projects in Ukraine.
- Drafting legal documents to support the development of an enabling regulatory framework for a market-based waste management system.
Through this assignment, SGF-I contributed to strengthening Ukraine’s waste management sector by promoting investment-ready projects and supporting regulatory improvements aligned with international best practices.
